Overview of the Malden Public Schools:

The Malden Public Schools (MPS) is a richly diverse school district located within the Greater Boston area and accessible by the MBTA orange line train.  Malden’s student body comprises approximately 6,800 students who represent 59 different countries and speak 67 different languages. Director of Human Resources

 

The Human Resources Director is accountable for the development, coordination, planning, organization and design of the HR department to promote labor and employee relations, employee recruitment, selection, retention, strategic communication, collective bargaining, training and development.

 

Qualifications:

  • Master’s degree/Doctoral degree preferred.
  • Bilingual preferred.
  • Excellent interpersonal and communication skills.
  • 5-10 years experience in Human Resources with working knowledge of state and federal employment laws, leadership ability in school administration, demonstrate skill in conflict resolution, contract negotiations, and labor relations.
  • Knowledge of the Massachusetts Educator Evaluation System.

 

Skills:

  • Must work efficiently on multiple tasks and have a strong ability to understand complex technical concepts and adapt quickly.
  • Excellent communications and customer service sills are necessary.
  • Working knowledge of X2, Aspen, Microsoft Word and Excel

 

Duties and Responsibilities:

Employee and Labor Relations:

  • Provide guidance and support to principals and supervisory personnel in matters relating to employee relations.
  • Works collaboratively with employee’s union representatives to resolve complaints, grievances, and other matters related to personnel management.
  • Provide management-level personnel with an interpretation of federal and state labor laws as well as internal institutional policies.
  • Initiates, develops, and recommends personnel and managerial policies, procedures, and programs to administration.
  • Informs employees of personnel policies, procedures, and programs.
  • Coordinates collective bargaining with employee bargaining units.
  • Prepares or supervises the creation of all reports, records, and other paperwork as required by the School Committee, the Massachusetts Department of Elementary and Education, and the Federal Government.
  • Maintains personnel files current for all staff.
  • Keeps the Superintendent, Assistant Superintendent, Business Manager and the Principals informed: advises, assists, and works cooperatively with administrators in district related matters.
  • Coordinates the grievance process and acts as an advisor to all parties during the various levels of the process.
  • Maintains knowledge of all current negotiated employee contracts and provides direct assistance to Principals and Administrators regarding complex issues and implementation of contracts and negotiations.
  • Processes recommendations for termination of employees.
  • Maintains records on teacher certification/licensure.
  • Assists with licensure issues.
  • Counsels employees on matters relating to their employment.
  • Administers sound personnel practices through the use of paper screening, interviews, reference checks, the observation of skill and ability, and the recommendation for hire of school department employees.
  • Investigates causes of disputes and employee disciplinary problems; recommends follow up action to management, including written warnings, suspensions, and discharge action.
  • Monitors the personnel and management information system.
  • Recruits and hires substitute teachers.
  • Assists in the maintenance of the school district as a healthy and safe learning environment for students.
  • Maintains a high level of personal integrity and a strong work ethic.
  • Maintains a high level of competency in the field of education, remaining current in issued related to areas of responsibility.
  • Maintains a high level of confidentiality.
  • Other duties as assigned by the Superintendent.

 

Reports To:  Superintendent of Schools

           

Terms of Employment:  Twelve month work year.  Salary based on experience, to be negotiated with the Superintendent of Schools; benefits as established for all administrative positions.
